I want to learn to play the piano.
I'd take lessons somewhere, a school where there's a piano.
However, I don't have the money to buy my own and practice back at home. I thought about buying an electric keyboard instead (which are 150-200$), and to practice on that back at home. Will my … learning … still be effective?
If not I'll just learn the guitar instead or something.

YES – for now. My husband has several private students who are in your situation now. Get the MOST keys you can – at least 61, 76 is better, 88 is best. You can find keyboards ALL over for almost free – check Goodwill, Sal. Army, Craigslist, etc. Some have speakers built in – some need headphones or an amp. Good luck.
